The IP Phones are following "Hight Traffic" message

We have a CCM 7.1.5.32900-2. When we try to made external call the IP Phone provide the tone and we dial the external phone number, ex.:9015591505050, and after is requered a Authorization PassCode, After of dial the APC, we received the message "Hight Traffic", and the call is not completed. I checked the VGs that have the E1s channels from Telco, and the E1s with Telco and both are Ok, without problems.

The High Traffice message is coming from the location that your VG is in. Sometimes certain phone calls dont get cleared properly in CUCM's database so they tie up bandwidth and enough of them will make cucm think there is no bandwidth left to make the call, so in the telephony world no phone call is better than a horrible sounding phone call. Simply go into the location that is applied to your VG and click the resync bandwidth, then your calls should work fine.
