Unity 3.1.3 install problems

After installing a new PDC with Win2K, SQL2K, Exch2K in a stand alone environment I try to install Unity 3.1.3. After all the questions from the setup (demo licenses, no voice card, Cisco PBX), it starts copying the files to commserver. After copying some files, the status window changes to "Event Notifications" and setup terminates. I don't get the question if I want to reboot or not.
When trying to use Configuration setup, I get the error "Error while initializing resource loader".
Reboot does not solve the problem
Anything I missed?
Thanks,
Willem

This sounds like CSCdw73149 which is fixed in 3.1(4). Do you agree?

Symptoms:
Cisco Unity Setup Part 1 “disappears” as it is copying files. In other words,
after the installer follows the system prompts, the Setup window indicates
that files are being copied files to the Cisco Unity server when suddenly the
program stops—the Setup window disappears and the installer is returned to the
Desktop as if Setup had never started.

Conditions:
A fresh install of Unity 3.1.2. May be other conditions such as upgrading to
3.1.2. And may exist in 3.1.1.

Workaround:
1. Copy the Setup image (i.e. copy images of the installation Cisco Unity CDs
that you need to install Cisco Unity) to a directory on a network or local
drive that you can access on the Cisco Unity server.
2. From the Setup image directory that you created in Step 1, find the
AvTrapSvr.dll file, and move it to the Desktop.
3. Rerun Setup Part I from the Setup image directory that you created in
Step 1.
4. When Setup Part I is complete, move AvTrapSvr.dll from the Desktop to the
\CommServer\Components directory on the Cisco Unity server.
5. From the \CommServer\Components directory, run Regsvr32.exe on
AvTrapSvr.dll.
6. Restart the Cisco Unity server.
