Hi,
I have Unity 3.1(5), and i have few questions:
1. Is there any way for the administrator, to see how many messages are there per subscriber? And the mailbox size currently used by each one?
2. I'm using the Unity as a voice-mail only, what is the recommended size limit for subscribers? (MCS-7825, 700 users)
3. how to calculate the size for average voice message?

If you go into exchange system manager and expand down to the mailbox store and select mailboxes you will see each mailbox with the number of messages and the size of each mailbox.
you could also use message store manager

As for the file size question - check out this white paper on audio codecs, it goes into the pros and cons of each and talks about how much spaces is taken up by messages:

There's no "reccomended size limit" - depends on how your users use the system and how much space you have to work with - look at the white paper above to get an idea of how much space is needed for messages and work from that.
The Message Store Manager also has a very detailed reporting mechanism on it to show you how users are using the system's storage capacity - this can help moving forward to decide what limits to put in place.

on some of the mailboxes i have checked, i saw more then 100 items, but if i login for this subscriber i have no messages waiting.
any idea? does the 'item' mean messages? does this number is incremental?
