Upgrade CM from 6.1.1.300-2 to 6.1.(3) or 7.0 CM version.

Which one of two is possible and preferred version? What about licenses?

I would recommend 6.1(3). Any release containing like, 5.0, 6.0 or 7.0 should be avoided. Wait for the 5.1, 6.1, 7.1 versions. They contain a lot of fixes and could save you hours of headaches and calls to TAC. Just my opinion and experience.
