Customer has 3810 at the head end with T-1 frame and MFT to the KSU. Customer has 2620 at the remote site with T-1 frame and MFT to the same kind of KSU. Regular (seven digit) calls go through, but four digit calls do not. I'm new to this customer. I have not trouble shot, nor seen cfgs, etc.

We need much more information to be able to help you. This is a case of a specific configuration so at the very least we need both router configs. Then we need to see debugs as to why and where exactly the call fails. Does it not match a dialpeer? Does it strip or manipulate digits ? Does the T1 bounce? Is it configured properly to route the 4-digit call to destination?

I have had a simular problem with a 2621 and 3810 with a FR/QSIG E1 configuration. The debug isdn q931 shows all digits but for some reason the far side meaning 2621 to 3810 does not recieve the first digit. Very srange dial-peers are correct and debugs show all the right pointers in order to fix the problem the PBX far was configure with a predigit.
