With Cisco 3662, there are VPM and VTSP.
I guess that VPM manages Signalling on the links and VTSP may manage call control...
And VTSP has Finite State in opration.
S_SETUP_REQUEST -> S_SETUP_REQ_PROC -> S_R2_DIALING -> S_SETUP_REQ_PROC -> S_CONNECT -> S_WAIT_STATS -> S_WAIT_RELEASE -> S_CLOSE_DSPRM
Is there any documents describing the operation and finite states of the VTSP, and its functions?

VPM is the voice port module, the state machine that controls the voice ports and VTSP is the telephony state machine, a layer deeper than VPM.
We don't generally provide customers with documentation on the internal functions of gateways and routers. You can get a good idea of what these are doing by running 'debug vtsp all' and 'debug vpm all', do this on a lab router or one where you can make sure that you will only see one call at a time.
