Have a VG200 g/w set up as h323 g/w. Have no problems making calls from IP phones to 7 digit local and long distance calls. But for some reason if we call 411 (directory assistance), or the public operator, the call is made and they answer, and we can hear them, but they CANNOT hear us. Any ideas?

Sounds like answer supervision problem. The far end pbx/switch doesn't send back answer supervision.
Try configuring " voice rtp send-rece " to cut through the
rtp stream ealier.

This solved the problem for my configuration. Config in Gateway.
Also fixed (areacode)555-1212
