Why do I get a LINEERR_OPERATIOINUNAVAIL error when I try run a Application on winnt4(sp6)+TAPI2.1?

I use lineDevSpecific to set RTP Controll Stream,

LINE_REPLY return following msg:

TAPI device= 0 event= LINE_REPLY

TAPI LINEREQUEST_UNKNOWN (0x1) error= LINEERR_OPERATIONUNAVAIL: <unknown>

How can I do?
