I'm trying to mess with pushing content to
a 7960 display. I'm using an example from the
cisco press book "Developing Cisco Ip Phone Services".
I get the authentication prompt when I post to the
phone but it keeps returning CiscoIPPhoneError=4
I've checked that my LDAP account is associated to
the phone.
Can someone help.

You might be able to get some more information here.

Scott,
At first your Call Manager version must be more or equal 3.1.
To avoid the prompt, try this way: http://user:password@phone-ip-address/CGI/Execute.
The trick is to put target phone username and password. Some times ago I had same problem.
May be you can help me with another problem: how to send message from one IP Phone to another IP Phone? Note, not from browser, but from IP Phone.
Sergey.
