LACP suspended between N7K and N2K

Actually we have the diagram connectivity but when try to activated port-channel 70 the LACP is suspended and only on mode ON is possible the communication 

ethernet 5/33 is down  (suspended(no LACP PDUs))

admin state is up, dedicated interface

Show port channel summary

Flags:  D-Down                 P-Up in port-channel (member)

            I-Individual            s-suspended

           S-Switched

Group   Port channel   type   protocol   member port

Do you know something about this error, we try to force the negotiation on LACP but is the same error.

With FEX you use don't use the mode active. 

Interface eth5/33
  switchport mode fex-fabric
  channel-group 70

The FEX uses a "Fabric" header on the link, and doesn't require LACP.  You can use LACP on any host ports on the FEX, just not on the fabric links.
