0 CIR Frame relay traffic shaping?

I have a client that has a number of lines that were all ordered with 0 CIR. To me, this means that all traffic is bursting. So, how does one do traffic shaping on these kinds of lines? Would CIR, BE, and BC all be zero? or would you use the port values for CIR, or make up some kind of bogus CIR (i.e. half port speed)? Any recommendations?

the 0 CIR circuits are, as far as I know, offered by ISPs as some sort of ´free´ giveaway, they usually sell you something else at the same time for which you do have to pay. I guess you could configure traffic shaping with some sort of fictional value, but obviously there are no guarantees regarding the bandwidth. You could configure a frame relay priority group for the traffic you definitely need to send, so that within whatever bandwidth is available, that traffic is being sent...
