Can act a cisco router 3640 as VPN concentrator for IPSEC 56 bits requests ( coming from PC's running as VPN clients ) ?

AAA server, like RADIAS server, can use for route

concentrator? what's difference between Cisco VPN concentrator with VPN route as concentrator? (I want to make a VPN concentrator too)
