3640 shuts down after adding Second T1 wic

I have a 3640 running 12.0(1). In that I have a network module that can take 2 WIC cards. Whenever I try to add the second WIC the other interfaces go down..(Serial and FastE) I have ruled out hardware and lack of memory. Has anyone else experienced this. I am thinking an upgrade of the IOS maybe?

12.0(1) should support another WIC. Perhaps there’s a bug but I couldn’t find anything on Bug Toolkit. Could be a bad WIC card too but you said you eliminated hardware problems. Talk to Cisco?!?

If your existing WIC card is in port 1 and you're inserting a new WIC in port 0, your config for your original WIC card will "move" to the new one. In other words, int serial 0/0 is "the first WIC in slot 0" regardless of actual port number. Add a WIC into a lower port number, and the original WIC is now serial 0/1 with no configuration.

Could this be what's happening?
