Does Cisco have software to utilize with the serial connection that I can down load and use to set up my 3750g-12s

Cisco doesn't.  There are many good free terminal programs.  PuTTY is probably one of the most popular.

BTW, loading an IOS via the serial cable takes quite a while, this even if you push the baud rate to max (which, if set non-standard, don't forget to reset before you reload).

You might also consider loading the smallest IOS image you can find, boot the 3750G into it, and then load what you really want via Ethernet.
