ARP cache issue and Cisco 3640 Router

Here is the issue.

I got a Cisco 3640 that runs GRE/IPSEC vpn tunnels. It has a single T1 connected to it and runs CBAC as well for security. About every 3 days the router gets a almost fully Incomplete ARP table and dies. It has to be either have the ARP cache cleared or rebooted for it to continue working. Below is a snap shot of the ARP table when this occurs. It is plugged in a Cisco 2950 on it ethernet with no special configuration. No intervlan routing or anything like that. Does anyone have any idea why this is occuring? I checked for some BUGS articles but had no luck for the IOS I am running.

Any help would be appreaciated.

Not sure if you are using multiple HSRP groups. In case you do, you can try clearing the arp table "clear arp" and try "sh arp".
