ASR1000-SIP10 doesn't get recognized on ASR1000-RP2 with ( 16.9.4 IOS XE )

I've upgraded 2 of our ASR1000-RP2 ( they are in ASR1004s ) to 16.9.4 IOS XE. The previous version was : 3.13 ( 154-3 ) . Since the upgrade the ASR1000-SIP10 doesn't get recognized . It detects that something is in slot 0

because of the above message . But it seems that it's stuck on booting. Everything works fine when I boot up the lower version.

I have tried the following :

upgrade hw-programmable cpld filename bootflash:asr1000-hw-programmables.16.08.01.SPA.pkg 0

and the output is :

/usr/binos/conf/mcp_upgrade_hwprg_cmds.sh: line 243: $4: unbound variable

Any ideas on how to make the ASR1000-SIP10s work?

The output shows the ROMMON/Bootstrap wasn't upgraded.
Did someone read the Release Notes carefully?

Solved : The SIP10 Cards is not supported on the 16.9.4 . We will have to upgrade to SIP40.
