I have two T1 configured as IMA in one location. The second location is one T1 that is frame-relay. I can't seem to get the serial interface on second location up. Can I anybody tell if I've configured it correctly?

The config is fine. We need to troubleshoot that issue. We need to see the status of that interface and the dlci using
show frame-relay pvc 212
show interface serial0/0:0.212
Here is the link which discuss config and troubleshooting for different frame-relay connection scenarios

You may want to make sure that your telco is doing translation mode on the FRF8 if not have them switch to Translation .Some frame swtiches have
Transparent mode as the default.
