BGP active issue

Hi, 

cisco 1841 router configured double BGP but one bgp state active only. 

link port is up ,when restart the router then only BGP is working.

If possible, can you share the configuration ?

Also mention whats the frequency for the issue i.e. BGP is going down at fixed time interval or its random.
