How do you decide which switch is blocking and which switch is non-blocking? Is there any calculation for this?

My take on it is that if the sum of all interfaces in a switch is greater than the backplane capacity then the switch is blocking, and if the sum is less than or equal to the backplane capacity then the switch is non-blocking.
