I have a 3620 connected up to an E1 line, with a MICA modem card.
Using ISDN I can dial in OK, but dialing in via an analogue modem (or phone) I get a busy tone on the line.
I have checked the status of the modems and they appear to be OK.
Can anyone suggest why this might be?

This is because you are using an analoug device to call a digital device

But I have another router with an almost identical config which works fine.
Both routers have MICA modem adapters.
Both routers share the E1 (channelised) line for ISDN and ASYNC dialin.
