Is it possible to determine which DRAM SIMM slots on a C7200 are populated and how much memory is in each slot while the router is up & running ?

I don't think so (correct me if I'm wrong.) You'll have to remove the memory and add it in peice by peice to determine what you have. This will obviously require a downtime maintenance window.

I believe your right. The only information I've been able find is by doing the "show PCI controller" command and referencing the "SDRAM/Device Address Space" . The information is in hex and the numbers DO change when memory in add or deleted. Unfortunately, when using a calculator the math does not correlate to the amount of memory that has been added.
