Can public add. and private add. mixed up more then one hops?

I want to add a router connect parallel to external router with a hub to accommodate dedicated routers form other companies. The traffic from inside to outside will go through:

1.from our private add. to firewall public add.,

2.then public add to the new router private add.,

3.again private address to the dedicated router then changes to the public address.

Is this can be done with static routes?

As long as your gateways eventually get you to the Internet, it should work. That many layers of NAT may pose some problems but technically, it should work.
