CBWFQ Discard vs Tail-Drops

Can someone explain the following output ?

As I can understand "Discard" means packets dropped during congestion based on policy ,"Tail-Drop" means that packets dropped when the output queue is full.

i.e Does this mean that output queue in my case was never full but the defined bandwidth for Citrix class was low (i.e Citrix Bandwidth 300K not enough !)??
