Hopefully this topic belongs here. I have a Cisco 4000 series router that is having problems booting. (sigh...OK, I bought it on eBay. Its the first time I have had a problem with a router bought on eBay and I am attempting a fix before returning it)
When the router attempts to boot, it crashes due to apparently insufficient DRAM memory. See capture below:

The above then just repeats its self. So I thought to put the router in to boot mode and erase the flash. However after booting in to boot mode, and "pressing return to get started" all I get is the console is ready message. And this just repeats its self. See below:

As you can see, this message just repeats its self as well. The "user access verification" message does not even come up in the console, but it does in the capture.
I have tried a number of different terminal emulation types, but none of them seem to change the above.
In ROM monitor the only way I can load an IOS is with an IP address of a TFTP server, unfortunatly I cannot put an IP address on the interface. And this version of ROM monitor does not permit loading an IOS through the console port via a serial connection.
So my question(s): does anyone know how to beak the above boot sequence to access the console? Or should I just return this router to the seller as DOA before wasting any more time with it?

PS: yes I have checked to make sure my console software is not putting in a "new line."
