Cisco Smart Switches status

Hello Guy!

I am trying find out, when switch is plugged in a network. Is there a way to get Alerted by that new switch by broadcasting itself to other devices in the network (before configuring it) if so is there any app, which collects these type of information. 

in other words someone bring a switch (smart or a dumb switch and plug in to a Ethernet port on the network) either to plug multiple devices or to configure a smart switch(like WS-C3850-48P or any other switch by a network admin). Is there a way to get alerted by any application or any type of broadcast from that switch to other devices. so it can be captured to know the new switch is plugged or added.

Appreciate your suggestions comments and any meaning full answers.

When switches come on-line, they send spanning tree bridge packet date updates (BPDUs) to adjoining switches. If you examine your current switch architecture and enable the spanning tree BPDU guard on any ports that do not connect to known switches, your switches can send a trap to the log and/or your SNMP server when an unexpected BPDU is received.
