CiscoWorks VMS 2.2 Bad Install Procedure??????

I have installed VMS 2.2 on a Win2000 Advanced Server running SP4 with terminal services installed but disabled.

I used the following install order:

1 - CiscoWorks Common Services 2.2

2 - FW, IDS, VPN Router, CSA Management Centers

3 - RME

4 - VPN Monitor

5 - Common Services SP1

When I try to update the FW MC from 1.3 to 1.3.1 the installer runs successfully but the revision number does not change and it does not update the MC.

The same goes for IDS MC from 1.2 to 1.2.3.

Neither of these updates are actually applied, even though they execute without any errors.

I have run the FW MC 1.3.1 update several times and also re-installed the Common Services SP1 always with the same results.

Any ideas would be greatly appreciated since TAC seems to have abandoned my case.
