is AAA local the best config to implement for handling both types of call? Will This IOS support DEC protocol, the system will be in China and Argentina, what are the differences?

Call type (isdn or analog) does not govern the authentication method used....both call types should work fine with local authentication as well as through a AAA server.

For DEC support will need a desktop IOS image:

IP/IPX/AT/DEC

IP/IPX/AT/DEC PLUS etc,

You mentioned having a NM-1FE2CT1, for China & Argentina will need an E1 card:

NM-1FE2CE1B or NM-1FE2CE1U

Otherwise for PRI (since you need isdn), there shouldn't be any operational difference in China or Argentina (unlike E1-R2 signalling)
