Configure HSRP only using Routers

In my network topology, I have all routers and I want to configure HSRP. For the IP pool to reach other side networks, I want it to choose R2 as primary and if R2 fails then switch to R3. 

My doubt is in typical scenario R1 will be a switch, hence I can assign Link L1 and L2 IPs in the same subnet and Virtual IP in the same subnet too. But now that R1 is a router, my L1 and L2 will be in two different subnets. So which IP pool do I configure for Virtual IP? Or should I configure two Virtual IPs now?

HSRP sends hello packets using a multicast address, so it is necessary that the participating routers are in the same broadcast domain (same network).
Therefore, you can not configure HSRP in the scenario that you sample.
