I've looked at the archives and found no definite answer to what's the 'correct' formula to configure the normal-burst and excess-burst parameters for CAR. Several links on CCO suggested the following rule-of-thumb:
average-rate (r)= long term rate in bps one wants to achieve
normal-burst = 1.5r/8 (bytes)
excess-burst= 2* normal-burst (bytes)
Question: Can the same rule-of-thumb be applied to slower links (T-1 and below) as well as high speed links? for example, for a DS3 frame with multiple spokes, does the same formula apply to limit rate to a spoke to 3Mpbs?
