Wow, it does actually seem like the C1161 doesn't have a RJ45 console port. The CAB-CON-USBRJ45 will not work for you. You need a micro-USB cable, any functioning cable should be sufficient.

If you have a USB cable with micro USB on one end and either the standard USB or USB-C (whichever you connect with these days) on the other, you should be able to plug it in and get a prompt that will want the Silicon Labs CP210x device driver.  It will install as a serial port that you connect with using whatever software you usually use.

If you don't want to mess with that, you can get the CAB-CON-USBRJ45 adapter which will convert the micro USB port to work like a standard console port.  I'm pretty sure the documentation was made before the part existed/was available making things confusing.  The part even reuses a part number that was a mini USB to RJ45 adapter.  The C9200CX uses the same port and needs the same adapter.  I haven't cracked the part open, but I'm almost positive the adapter has electronics inside that just does USB to serial.  Other companies use the mini or micro USB port form factor but have it wired to the serial connection inside the box, so you'd need a special cable that looks like mini or micro USB to an RJ45 connection wired for console.  That specific implementation doesn't use any electronics in the cable but might be wired differently from vendor to vendor.

I use Baseus Cafule Cable because the micro-USB is double-sided.
