CSS load balancing

We have a CSS 11150 currently configured with an owner that monitors 2 services. We are looking to prioritize these services so that one is preferred every time over the other unless the primary service has failed.

We are currently balancing the traffic based on destination IP address, I realise I could change this balancing to be by weight and then add a weight to each of the services, however doing this gives me a ratio of 10:1 (primary services used for 10 connections and then the secondary service used for the 11th connection and so on), however this does not give me the 100% we are looking for.

Would configuring your second service as a primary sorry server in the content rule meet your criteria?
