DHCP Broadcast

When the router is setup as a DHCP-RELAY, should not the DHCPOFFER from the router have a destination IP address of 255.255.255.255? Until I added this global command "ip dhcp limited-broadcast-address" the destination IP address of teh DHCPOFFER was the broadcast address of the subnet.

Any ideas why?
