Use IP Helper IP address on Router 0
interface FastEthernet0/1
ip address 100.100.101.254 255.255.255.0
ip helper-address 100.100.100.1

yes IP helper address is used to convert broadcast to unicate traffic and is the desired solution also you can use debugging feature available in packet tracker to find where the packet is being stoped
