I'm planning to deploy a module IDS (WS-X6381-IDS) using with Catalyst 6509 running Native IOS ( 12.1(8)E ) but I wonder if this IOS level has supported such IDS module ? Please send me some information ?

No. you need 12.1(8a)EX train or 12.1(11)E in the E train

Please explain me the meaning of the X letter in level 12.1(8a)EX ? Should X be a number ??? How is it different from other IOS such as 12.1(8b)E9 ???

EX train is different from E train.
E9 is part of E train. EX5 is part of EX train.
X is not a #.
Download the latest software 12.1(11b)E2 which has the support. 12.1.8EX is integrated into the above software.

Please help me solve this case ?
Imagine that I will dedicate the IOS 12.1(11b)E to the platform for my Cat6509 and assign some subnets on my network to some VLAN configured on some respective Fast Ethernet ports on a module WS-X6348-RJ-45. I want to limit the Internet access rates of those VLANs like the such way of CAR on the Cisco 7600 series router. Because Cisco 7600 router may run on the above IOS,so may I obtain exactly the same results on Cat6509 ? Please show me some restrictions and recommendations ?

I don't this CAR is supported on either 6509/7600 as almost all traffic is switched through PFC in hardware. You need policing feature described here
