You need some kind of service contract like a SmartNet. See:

A CCO login does not mean you have access to the downloads.
You really DO need a SmartNet. The link provided explains what a SmartNet contract is. One of the things it allows is downloading new IOS images.
If you do have a contract (7-digit number) and still don't have access to downloading, call the packaged services help desk at 800-447-9347... not sure of the international number. Or, you can send them an email to pkg-help@cisco.com.
It happened to me once and they restored my access. However, be aware they will not be able to help you if you don't have a contract.
Hope this helps.

Try these steps. They work for me:
1. Go to www.cisco.com
2. Click "Log In" and enter your login information.
3. In "Direct Access" section, "Downloads" menu choose "Cisco IOS Software".
4. Click "Cisco IOS 12.2" link.
5. Click "Download Cisco IOS 12.2 Software" link.
6. You will have 2 collumn table. Click "1601R-1605R" link in "Select Platform" collumn.
7. Click on desired version (i.e. "12.2.24a (GD)") in "Select Release".
8. Select desired Features set (i.e. "IP/FW").
9. Click "I Agree" button.
10. Read and Agree with "Downloads Rules".
11. Accept "License Agreement"
12. Click on link to your image, and Save it to your PC.
Another way to access images - go directly to ftp.cisco.com. Make sure you use PASSIVE FTP. Path to IOS images will be "ftp.cisco.com/cisco/ios/12.2/12.2.24/1600". Use your login/password. But you have to know what image name mathces which features.
