  - Track down the offending mac address by examining mac address tables on switches , start with the core , according to https://macaddress.io/ , the offending mac address belongs to an HP computer ,

"offending mac address belongs to an HP computer"

If a HP computer, possible a server with a hard coded IP and most user hosts get their IPs via DHCP, which tries to insure this doesn't happen for DHCP allocated IPs.
