Error creating aggregate ports on Catalyst 4006

After configuring 2 etherchannel ports they are now going in errdisabled state after it is configured.

I then tried to set port channel 4/37,4/39 mode desirable silent. So far no luck, still getting an errdisabled state. In addition, I can't get into config t mode. It just stays at SWITCH>(enable)# mode.
