Hello,
One of my friends was communicating with his friend with whom he lost touch. He received several emails from his friend originating from a specific static IP address (until November 2003).
When I look up sites like ip2location.com the location seems to be Lakeland Florida. When I do a traceroute it stops at:
atm1-0-944.tampflp44-ubr2.tampabay.rr.com
Is there any way we can pinpoint the exact area/location of this person?

Hi,
I would contact the public IP address autority (never remember their name), may be they could tell you who is renting this one!

As is shown in your traced dns name, the "friend" is a cable modem customer (rr.com is RoadRunner, a cable Internet service bought up by Cox Cable a couple of years ago). They appear to be served by Cox's point of presence in the Tampa Bay area. From there on, one moves out of the public domain of discernible routes into Cox's privately issued address space, conveyed to customers over their wiring infrastructure
The exact physical address of the subscriber would be protected (one hopes) by the customer's legitimate expectation of privacy and would only be available to third parties such as law enforcement in the course of an investigation or other legitimate legal authority.
