It is possible to configure a switch so that it disables a Gig uplink that is flapping? or that flaps more than twice?

I think what you want is UDLD (UniDirectional Link Detection.)

UDLD won't help you in this case.
Try errdisable detect cause link-flap
(and errdisable recovery ... optionally).
