Do cisco ios routers support frame-relay SVC switching on DCE (network) side? If yes, could you please point me to the working configuration?

A back to back SVC setup is not supported on Cisco routers. If you are looking for frame relay SVC switching, check if the service provider's switch is capable of supporting SVC operation.
