Is there a way too view or tell how much bandwidth a pvc is using. I know that the
command sh frame-relay map shows the bandwidth given too a pvc but I can't seem
too find how much BW is being used by a PVC.

You might want to use real time monitoring tools, to determine, the bandwidth usage,over a period of time. Free tools like MRTG could be used.

You would need PERL to run this.

The best method I think is to use a free SNMP MIB Walker and run it on your router. Once ran, you should be able to find out what the MIB number of your PVC is. Once known, there is a free very small program called STG (SNMP Traffic Grapher) available on the Internet and when you run this program, you should be able to tell what the utilization on the PVC.
