hardware problems with a 5509

I have a 5509 switch with 4 modules. The supervisor engine III module, 24 port 10/100MB port module, fastethernet fiber optic module, and a rout switch module. When all 4 of the module are put in the chassis all the lights blink and the fan on both power supplies stop. With 3 modules installed the fans on the power supplies work but the module statuses come and go and I get the red input fault light on the power supply. The switch seems to work fine with 2 or less modules installed. Am I looking at some kind of power supply problem?

I do not suspect a PS issue. It's hard to determine the reason by LED status. I suggest that you console into the Supervisor and capture some command outputs such as sh module, show system, sh port, sh test where x is the slot number
