How can I create a generic syslog server? Can I do this to a simple work station, and then send my syslog messages to that work station?

To send your messages from an IOS device to your syslog PC enter configuration mode and use the command:
logging
eg
logging 10.1.1.1

Just in case you dont want to run a production tool on a windows box, I thought I would note that there are also several other syslog servers available on sourceforge.net. Cisco Works has a handy syslog server/parser.

try the syslog daemon from 3com:
http://support.3com.com/software/utilities_for_windows_32_bit.htm
Download and install
3CSyslog.zip
I'm satisfied with this app for my syslog needs...
