How to set password expiration date without authentication server

Hi.

I'm setting Catalyst 3650 and would like to know how to set password expiration setting without authentication server like radius.

As it doesn't have any authentication servers, password expiration date (password aging time) should be set at Catalyst.

It would be helpful if anyone could tell me the howto.

 - I don't think the 3650 platform has password expiration feature for local admin users.
