I have a 4507R routers with multiple VLAN and we can't seem to get users to connect to VIA SNA over the VLAN's. Mean while from the SNA server which is in the local subnet as thethe AS/400 everything is fine.
Since you mentioned HIS i assume all your clients are connecting to the HIS server via TCP/IP? It might be a client configuration issue. What happens if you put a client on the local subnet and then try to connect to the AS/400 via the SNA server?
