Idle BGP Neighbor Status

BGP neighbor statement was configured but now removed from Router1. The neighboring BGP router,Router2, isn't running BGP anymore.

Why would Router1 attempt to Establish a BGP relationship with Router2?

Situation: Router1 still seeing Router2 as a neighbor which is IDLE.

Your output still shows that Router2 is still a member of iBGPPEERS peer-group. Can you verify that all Router2 entries have been removed from this peer-group iBGPPEERS.

If this is not it then, for some reason (don't have config so I am guessing here), your neighbor configuration is hung up in the BGP routing process. Could be a bug doing this if the peer-group is not the issue. Without configuration / Code version it is impossible to say if this is a defect.
