The util refers to the connection.
For example, MIR*util/100 is the bandwidth an fst connection will request from the network.
The network will route the connection if it can satisfy the bandwidth requirement.
You have only one E1 trunk.
The connection will traverse that trunk.
To find out how the type of the connection affects the static reservation on the trunk,

There, it is stated that the bandwidth reservation for an fst connection on the trunk
will be MIR * %UTL, where MIR and UTL refer to the connection.
So, if you have MIR= 800kbps and UTL=60,
then the reservation for the VC on the trunk is 480kbps.
Note that for an FR connection it is CIR * %UTL.
Also, note that the dspload command shows the reservations
in cells per second (because the trunk is ATM).
To change the util to 100 you need an additional 320kbps static reservation on the trunk,
which means you should have available at least 755 cps (= 320000/424).
Issue the command dspload for your trunk,
to see how much bandwidth you have available.
If there is any left, you can assign it to your connection.
But before doing this, make sure your voice connections have util set to 100.
Otherwise, your voice traffic can be negatively affected.
(You can monitor the trunk's actual utilization with dsptrkutl.)
If you have no bandwidth available, then it all comes down
to choosing which PVC to starve, so that more important VCs can benefit.
