Does the BGP load balance internet bandwidth if used to two different ISP's ? Can EIGRP do Load Balance if run between my default gateway router and the ISP's routers ?

Loaded question.... with lots of different answers. It depends on what you mean by load balancing. Outbound traffic is pretty easy--there are several schemes that will get you there with or without bgp, including using an igp, such as eigrp (or ospf, or isis, or even rip if you _really_ wanted to do that). Inbound is another problem altogether, over which you don't have a ton of control, though there are some things you can do....

I ment utilizing two T1 lines for internet access.Currently only one providor is used through a 2600 Router to a PIX515 to another default gateway 2600 router for the internal private network.I have some VPN users hitting the PIX for internal access.E mail is comming through my existing T1 line. And I have a full T1 line unused.
