Could be a lot of things. I understand that you issued a reload from rommon?
Has the image been copied to flash OK?
Did you receive any errors during xmodem transfer?
Does the image fit in the flash?
The 1750 is a run-from-ram system. You might have loaded the image in ram. Simplest way from there is to issue a boot (i.e. NOT a reload!)
Then you get a running IOS. Invoke a new tftp upload to restore flash memory.
