Carl,
IP rouet-cache is by defualt enable on the interface wihc is also called as fast switching which cahes the entries and does the fater look up to forward the traffic per-destination base. If its not enable you can enable on the interface. You can also enable CEF on the router and let the CEF take care of it.

I think that the feature that Carl is asking about is slightly different. It is ip route-cache same-interface. While the default was to enable route-cache the route-cache same-interface is not enabled by default.
As Amit indicates there is also now CEF (Cisco Express Forwarding) which has pretty much replaced Fast Switching as the technology for forwarding packets. So route-cache and route-cache same-interface are not as important as they used to be.
